On August 20, the Development and Reform Commission of Guangdong Province and the Department of Ecology and Environment of Guangdong Province jointly issued the “Opinions on Further Strengthening the Treatment of plastic Pollution”, which pointed out that the production, sale and use of some plastic products should be banned and restricted by different regions, varieties and stages.The guideline will take effect from September 1, 2020 and be valid for five years.

Propose the main objectives of the three stages

By 2020, it will take the lead in banning or restricting the production, sale and use of some plastic products in some prefectures and areas.

By 2022, the scope of prohibition on disposable plastic products will be further expanded, alternative products will be effectively promoted, and the proportion of plastic waste used as resources and energy will be significantly increased.In areas with prominent plastic pollution problems and in emerging areas such as e-commerce, express delivery and food delivery, a number of reproducible and popularizable plastic reduction and green logistics models will be formed.

By 2025, a management system for the production, circulation, consumption, recycling and disposal of plastic products will have been basically established, a pluralistic co-governance system will have been basically formed, and the development and application of alternative products will be further improved.The pearl River Delta has basically achieved zero plastic waste landfill, and the amount of plastic waste landfill in other cities has been significantly reduced, effectively controlling plastic pollution.

The production and sale of plastic products are prohibited

The production and sale of ultra-thin plastic shopping bags less than 0.025mm thick and polyethylene agricultural mulching film less than 0.01mm thick are prohibited throughout the province.It is prohibited to manufacture plastic products with medical waste as raw material;It is prohibited to use recycled plastic infusion bags (bottles) for their original purpose or to manufacture food containers, toys and other children’s products.We will intensify supervision over and crackdown on the import of foreign garbage and ensure that the ban on the import of waste plastics is fully implemented.

By the end of 2020, the production and sale of disposable foamed plastic tableware and disposable plastic cotton swabs will be banned.The production of daily chemical products containing plastic microbeads is prohibited.By the end of 2022, the sale of daily chemical products containing plastic microbeads will be banned.The state catalogue for Guiding The Adjustment of Industrial Structure and the Negative List for Market Access clearly define the eliminated plastic products and prohibit investment.This is a restricted project. No new project is allowed.

Prohibited or restricted use of plastic products

Non-degradable plastic bags.By the end of 2020, the canteens of party and government organs, public institutions and state-owned enterprises in the province will take the lead in stopping the use of non-biodegradable plastic bags.The use of non-biodegradable plastic bags is prohibited in shopping malls, supermarkets, pharmacies, bookstores and other places in the built-up areas of Guangzhou and Shenzhen, as well as food and beverage delivery services and all kinds of exhibitions, and the use of non-biodegradable plastic bags is regulated and restricted in the trade markets.

By the end of 2022, the scope of implementation will be extended to all built-up areas of cities at and above the prefectural level and coastal cities and counties.By the end of 2025, the use of non-biodegradable plastic bags will be banned in the region’s markets.In areas where conditions permit, the use of non-biodegradable plastic bags will be encouraged to cease in urban and rural areas, in towns and townships, and in markets in rural areas.

Disposable plastic tableware.By the end of 2020, the cannies of party and government organs, public institutions, state-owned enterprises and other units in the province will take the lead in stopping the use of non-degradable disposable plastic tableware.The use of non-degradable disposable plastic straws is prohibited in the catering industry throughout the province, and non-degradable disposable plastic tableware is not allowed to be provided to consumers voluntarily.The use of non-degradable disposable plastic tableware is prohibited in the in-hall catering services in urban built-up areas and scenic spots at prefectural level and above.

By the end of 2022, the use of non-degradable disposable plastic tableware will be banned in catering services in built-up areas and scenic spots in the county.By the end of 2025, the intensity of consumption of non-degradable disposable plastic tableware in cities at and above the prefecture level will be reduced by more than 30 percent.Encourage areas where conditions permit to stop using non-biodegradable disposable plastic tableware when the food and beverage industry provides take-away packages.

Hotels, hotels disposable plastic supplies.By the end of 2022, star-rated hotels and other places within the province will not be allowed to voluntarily provide disposable plastic products, but can provide relevant services by setting up self-service purchasing machines and providing refelling-type detergents.By the end of 2025, the scope of implementation will be extended to all hotels, hotels and home stays.

Express plastic package.By the end of 2020, the proportion of tape packages with a width of 45mm or less in postal express outlets across the province will be increased to more than 90%, and the proportion of tape free cartons will be increased to more than 10%.

By the end of 2022, the use of non-degradable plastic packaging bags and disposable plastic woven bags will be banned in postal and Courier outlets across the province, the use of non-degradable plastic tapes will be reduced, and the proportion of cardboard boxes free of adhesive tapes will be increased to more than 15%.By the end of 2025, the use of non-degradable plastic tape will be banned in all postal and Courier outlets across the province, and the proportion of cartons free of tape will increase to more than 20 percent.

Actively promote the application of alternative products

Party and government organs, public institutions, state-owned enterprises and other units in the province take the lead in using degradable plastic products or non-plastic products.In shopping malls, supermarkets, pharmacies, bookstores and other places, the use of environment-friendly cloth bags, paper bags and other non-plastic products and biodegradable shopping bags will be promoted. Self-service and intelligent delivery devices will be encouraged to facilitate people’s lives.

Promote the use of biodegradable packaging film (bag) for fresh products in shopping malls and supermarkets.A system of paid use of plastic shopping bags will be introduced in all types of commodity retail places.We will promote the centralized purchase and sale of shopping bags in markets, and phase out the practice of individual merchants providing free plastic shopping bags to consumers in markets.

Promote the use of bio-based products such as vegetable fiber meal boxes and biodegradable plastic bags that meet the performance and food safety requirements in the field of food and take-out.We will promote the use of electronic waybills, environment-friendly boxes (bags), environment-friendly tapes, environment-friendly fillers and other environment-friendly packaging in postal delivery outlets and enterprises, and encourage senders to use environment-friendly packaging that is biodegradable and recyclable.

In key areas covered with film, combined with agronomic measures to promote the large-scale application of biodegradable agricultural film.We will develop a recommended list of advanced alternative technologies and products for environmentally friendly plastics, and establish a networking and information-based promotion platform based on relevant industry associations.
